Ä, Ö, Ü und ß mit PHP umwandeln

Hallo,

Weiß jemand, ob's eine entsprechende Umwandlung auch nach utf-8 gibt? oder muß ich das "händisch" machen.

utf8_encode() bzw. utf8_decode().
