Könntest du mal Javascript deaktivieren, ob sich der Balken dann vielleicht normal bewegen lässt ... dann läge das Problem dort ...
Ich habe übrigens JS standardmäßig deaktiviert. Aber auch bei aktiviertem JS kann ich ebenso gut scrollen.
