Layer inside a clipped layer has dead links!!!! Why???

I have two layers, one outside and one in that layer.
The inside layer is scrollable and clipped to see only the
size of the outside layer. When i put links in the inner
scroll layer they are fine up on thair first load. After
using the scroll-Function of the layer the are dead in both,
netscape and IE.

Where is the Problem?? Help would be nice
