weiß jemand welche Programmiersprache ein natives Api anbietet mit der man XML-Dateien als PDF abspeichern kann?

wenn du so fragst: keine.

Du kanst xml mit xslt und xsl-fo ins pdf transformieren.
enweder mit FOP vom apache http://xml.apache.org/fop/index.html

oder mit xsl-fo und rederx http://www.renderx.com/
