Doch! Das form-Element darf nur Blockelemente enthalten. Alles andere ist Kokolores und abartigster Transitional-Code.

Richtig, Strict erlaubt nur Block-Elemente im form, aber Transitional ist da eben nicht so streng, oder besser gesagt nicht so strict. ;-)
