Nein, wenn es mit dem MSI nicht klappt, benötigst du das AS Package:

"The Windows AS Package provides NO uninstall functionality, and
  is recommended only if you are unable to install ActivePerl using
  the MSI installer. To install ActivePerl using the AS package,
  extract the contents of the .zip file and execute the file
  Installer.bat."
