httpd.conf und php_admin_value

Moin,
Ich würd gern in meiner httpd.conf für die jeweiligen Hosts open_basedir (php) festlegen. Leider sagt mir der Apache aber folgendes:
Syntax error on line 713 of D:/(...)/conf/httpd.conf:
Invalid command 'php_admin_value', perhaps mis-spelled or defined by a module not included in the server configuration.

Funktioniert das nur wenn PHP als Modul in Apache eingebunden ist? Kann ich das unter Windows überhaupt? Wär mir schon irgendwie wichtig :)
