letzteres und RFC 5646 erlaubt das auch, soweit ich das sehe.

Hast du auch Abschnitt 4.1 Choice of Language Tag gesehen?

“The guiding principle in forming language tags is to ‘tag content wisely.’”

“Interoperability is best served when the same language tag is used consistently to represent the same language. If an application has requirements that make the rules here inapplicable, then that application risks damaging interoperability. It is strongly RECOMMENDED that users not define their own rules for language tag choice.”

Und Abschnitt 4.6 Considerations for Private Use Subtags sagt explizit:

“Private use subtags […] SHOULD NOT be used where alternatives exist and SHOULD NOT be used in content or protocols intended for general use.”

ja, da die Sprache aber vor dem private Subtag schon ausreichend genug beschrieben ist (zumindest sind über language und region hinausgehende Angaben eher selten), sehe ich das Problem nicht, wenn nicht allgemein bekannt ist, was das Subtag an der dritten Stelle beschreibt.
