Nur im Quirks-Modus (den man durch <!DOCTYPE html> unbedingt vermeiden sollte) wird das als 100px gedeutet.[1]
Kann bei min-height der body größer als 100% werden?
Klar, wenn der Seiteninhalt länger ist als auf eine Viewporthöhe passt.
