Im Prinzip ja.
Aber: Wer irgendeinen anderen Zeichensatz als Unicode verwendet, macht was falsch.
Und wer im Web eine andere Zeichencodierung als UTF-8 verwendet, macht was falsch.
Von daher kann man von UTF-8-codierten Daten ausgehen. Und wenn die Annahme falsch sein sollte, dann wäre das zu beheben, sodass die Annahme stimmt.

PS: Allerdings … wer CSV anstatt JSON als Datenformat verwendet, verwendet womöglich auch noch eine ISO-8859-Codierung.
