Das ist ausgesprochen euro-zentrisch gedacht. Für CJK (Chinesisch, Japanisch, Koreanisch) mag es unter Umständen nicht ausreichend sein (weswegen dann UTF-16 genutzt wird).
Das ist Quatsch. Sowohl UTF-8 als auch UTF-16 sind Unicode-Codierungen (deswegen das U in UTF – Unicode Transformation Format). Mit beiden kann man den gesamten Unicode-Zeichensatz codieren.
