4 October 2000: W3C made an advance publication of the Modularization of XHTML Candidate Recommendation. The document is currently in consideration for Candidate Recommendation, and has not officially advanced. As a result, the document is no longer publicly available. The definitive version as of now is the Last Call Working Draft. W3C apologizes for any confusion this may have caused.
