Nein, die sind nur besser als der W3C MarkUp Validator. http://validator.w3.org:8001/ hat sich in der Hinsicht aber schon wieder verbessert.
Siehe http://www.w3.org/TR/html401/conform.html#h-4.3, dort heißt es:
HTML documents are sent over the Internet as a sequence of bytes
accompanied by encoding information (described in the section on character encodings).
