interpretiert w3c validator character encodes?

ich hab beides nach bestem wissen und gewissem gecheckt  (http://selfhtml.teamone.de/inter/zeichensaetze.htm), hilft mir aber nciht wirklich weiter. was hab ich denn übersehen?
