Das <base> hat da oben nichts zu suchen und gehört -- wenn überhaupt erforderlich -- in den <head> der Seite.
Zu deinem Problem:
Das hier:

ist vollkommen sinnfrei.
Ein einfaches
<body style="[code lang=css]background-color:#404040;">[/code]
genügt vollkommen.
