Die Angabe zur Breite eines präformatierten Bereichs wird nur von Netscape 6 (Mozilla) interpretiert und ist mittlerweile auch als deprecated gekennzeichnet, soll also künftig aus dem HTML-Standard entfallen.
Es kann also sein, dass der IE das width-Attribut einfach ignoriert.
