und da steht:

If a background image is specified, this property specifies whether it is fixed with regard to the viewport ('fixed') or scrolls along with the containing block ('scroll').

Und vor allem auch etwas tiefer, bei background-position:

If the background image is fixed within the viewport (see the 'background-attachment' property), the image is placed relative to the viewport instead of the element's padding area.
