Indem du die entsprechende CSS-Eigenschaft nutzt?
Dass der Effekt nur im IE und einem so eingestellten Opera wirsam wird, ist dir sicher bewusst.
Farbige Scrollbars in einer normalen html Seite funktionieren bei mir problemlos. Leider nicht in dieser PHP Seite.
Das hat mit PHP nichts zu tun. PHP läuft serverseitig, was letztendlich beim Browser ankommt, ist (in deinem Fall) HTML.
