Hängt es vielleicht daran das es eine PHP Seite ist ?
Es hängt schlicht und ergreifend daran, dass du auf dieser Seite nirgends ein CSS sinnvoll eingebunden hast, insbesondere keines bzgl. der Scrollbar-Formatierung.
BTW: Auf so etwas kannst du verzichten, die Möglichkeiten von CSS gehen viel weiter:
