Obiger Selektor sagt nicht, dass das zu selektierende li-Element *direkt* innerhalb eines li-Elementes auftauchen musst.
Du meinst vermutlich folgendes:
li>li {
font-size:1em;
}
Dieser Selektor kann zumindest in (X)HTML niemals auf Basis von validem Code aktiv werden.
