Ich verstehe nicht ganz, was du willst, aber ich denke mal, so etwas:

ich möchte zu diesem hover Effekt:

#Navigation a:hover{
  text-decoration: underline;
  background: black;}

noch das img { display:none } hinzufügen.

img:hover {
display:none
}

  
ohne das hover funktioniert es.
