?? Entscheidend dürfte wohl nicht ein altes Dokument sein, sondern das aktuelle.

This document is a Working Draft in anticipation of entering the W3C's Proposed
  Edited Recommendation process. It reflects clarifications and corrections as a
  result of many years of use by the community. It also includes an new
  implementation using XML Schemas. This implementation has gone through the W3C
  process, including Last Call, and is now integrated here in anticipation of its
  publication as a W3C Recommendation. *It should not be normatively referenced*

Hervorhebung mit *Sternchen* durch mich, offenkundig.

Dass die XHTML-1.1-Spec von REC zu WD zurückgestuft wurde, ändert daran nichts; es zeigt lediglich, dass die alte REC nicht mehr gilt.

Rein nach W3C Prozess-Dokument ist der auf die REC folgende WD anscheinend die vierte Klasse von Veränderung die ein kompletten Neubeginn des W3C-Prozesses erfordert. Sprich: Es ist in der gleichen Klasse wie ein neuer WD, der nur publiziert wird, um weiter bringende Kommentare zum Standard zu erhalten. Selbst beim nächsten Schritt, der Proposed Edited Recommendation, gibt es noch keinerlei normativen Wert.

(Nicht, dass das alles irgendeine Relevant in der Realität™ hätte.)
