Eine Entwicklungsumgebung in php für eine andere Sprache oder für PHP, was meinst du genau? Wo soll sie ablaufen? Im Browser oder standalone?

So kann man die Konsole bedienen.

Prinzipiell verstehe ich dich so, dass du PHP als Programmiersprache für eine Anwendung benutzen willst, die als Oberfläche den Browser hat. Dafür brauchst du nicht nur PHP, sondern auch einen Webserver. Das gibts für Windows und Linux als Bundle. Stichwort: XAMPP, LAMP.
