Das Verhältnis ist irrelevant. Sobald der Code eine Zeile PHP enthält, muss er durch den PHP-Interpreter.
Im übrigen kennen die Vielzahl der Laien-Anwender eher den Begriff html als php.
Da HTML und PHP grundverschiedene Dinge sind, würde ich hier nicht von „kennen“ sprechen.
