Die sauberste statische Lösung ist, ein Tool, bzw. Editor dafür zu benutzen.
Für eine dynamische Lösung, d.h. einbinden externer Dateien in Echtzeicht, kommt eine serverseite Sprache wie PHP oder ASP in Frage.
Du hast als dritte Möglichkeit SSI (Server Side Includes) vergessen. Kommt halt immer drauf an, was der Provider anbietet.
