How does the hover-effect work?

Hi guys.
I would like to know how the hover effect is actually implemented in the Browser/JS Engine.
So who sets the :hover class on active and how is it done?
I don't think, that they just compare the mouse coordinates to every object boundaries in the DOM tree.
Unfortunately didn't find anything on Google, so I'll try here :)
