Die formale Syntaxbeschreibung sagt übrigens, dass

@supports not block-size:1lh {}

falsch ist, da steht nämlich <supports-in-parens> als Syntaxelement. Und …

ein Stücken weiter oben, gleich vor The and operator:

Note: There is no need to enclose the not operator between two parentheses at the top level. To combine it with other operators, like and and or, the parentheses are required.

Das Mißverständnis, würde ich sagen, liegt nahe.
