ja, aber auch "der kann nicht viel" muss anders uebersetzt werden - das ist schon eine Redewendung, die nicht "isn't capable to do much" ubersetzt werden kann, also ca so:
Those who aren't able to do that, isn't really intelligent, oder besser
If you're not able to tho that, you're not really intelligent.
